For our first in person event for 2024, we will be joined by Minister for Finance, Michael Mc Grath and Seana Cunningham Director of Enforcement and Anti-Money Laundering, Central Bank of Ireland.  We are also delighted to announce additional speakers - Karen Conboy, KPMG Partner and Chair of the Cork Financial Services Forum and Eoin FitzGerald, Principal and Country Head, Brown Brothers Harriman, Eoin Motherway INED and Natalie Field, Carne Group.

 

Topics for discussion include factors currently impacting, or likely to impact the sector in the future including the Individual Accountability Regime and the ongoing review of the Irish industry by the Department of Finance – Fund Sector 2030.

The Funds industry has been one of Irelands great success stories, as the location of choice for domiciling and servicing investment funds, over the last 30+ years. In order to ensure that this industry retains that success, the Department of Finance is conducting a review, entitled “Funds Sector 2030: A Framework for Open, Resilient & Developing Markets.

Over those 30 years there have been various milestones such as the growth in non-Irish funds serviced by Irish Fund Administrators and Irish Depositaries; the passporting of fund management activities and the impact of Brexit. The current environment is no different with many factors impacting or likely to impact the sector, such as the focus on sustainable investing and the forthcoming Individual Accountability Framework (IAF).

From an Irish perspective, industry firms, particularly those with larger numbers of employees, have tended to move operations outside of Dublin and this trend continues. Given that most IOB programmes are delivered online, IOB is mindful of the need to raise awareness of funds related programmes among fund professionals working in regional locations who are not familiar with what we do.

As part of strategy, IOB will develop a skills and competency framework for the financial services sector, and this is also a matter being addressed by the EGFSN (Expert Group on Future Skills Needs) review of this sector.

Other topics which will have an impact in the short to medium term include the review of the EU legal and regulatory frameworks for funds – the UCITS and AIFM Directives; the continued focus by macroprudential authorities on the potential systemic risk posed by investment funds and the impact of digital related innovations, including AI, on fund related activities.

Michael Mc Grath

Minister for Finance and TD for Cork South Central

Michael McGrath is a TD for Cork South Central and is currently the Minister for Finance in the Government of Ireland. He previously served as Minister for Public Expenditure and Reform from 2020 to 2022.

Before entering national politics, Michael served in local government in Cork for eight years. He was elected to Dáil Éireann at the first attempt in 2007 and has been re-elected in every election since.

Michael secured a Bachelor of Commerce degree (Economics major) from University College Cork and went on to qualify as a Chartered Accountant with KPMG in Cork City. Before going into politics full time, Michael held senior positions in both the private sector and public sector. He is a Fellow of Chartered Accountants Ireland and has served on that body’s Audit, Risk and Finance Committee. Michael has also undertaken studies with the London School of Economics and Political Science.

In his time in Dáil Éireann, Michael has served on a number of Oireachtas committees including the Finance Committee, the Oireachtas Banking Inquiry, the European Affairs Committee and the Public Accounts Committee.

As Minister for Finance, Michael is responsible for leading the Department in the achievement of the government’s economic, fiscal and financial policy goals, having regard to the Programme for Government.

The Minister for Finance has a key role in decisions made across government, and is Ireland’s representative at the Eurogroup and Ecofin meetings of European Finance Ministers.

As Ireland’s Minister for Finance, Minister McGrath is a Governor of a number of international bodies that Ireland is a member of, including the European Investment Bank, the IMF, the World Bank, and the European Bank for Reconstruction and Development.

Seana Cunningham

Director of Enforcement and Anti-Money Laundering, Central Bank of Ireland

Seána Cunningham was appointed Director of Enforcement and Anti-Money Laundering in January 2018. Prior to this appointment, she was Head of Enforcement Advisory Division and Deputy Head of the Anti-Money Laundering Division at the Central Bank.

She joined the Central Bank in 2011, having previously worked as a solicitor for over a decade in private practice in Ireland and the UK.

Partner KPMG in Ireland

Karen is the resident partner in KPMG Cork’s Financial Services practice. She has extensive experience of providing audit and advisory services to asset managers and regulated/unregulated investment vehicles in multiple jurisdictions.

She also works on audit and advisory engagements in the aviation leasing sector. Karen’s experience includes an eighteen month secondment with the Central Bank of Ireland. She is a member of Cork Chamber’s IFS Forum.

Eoin FitzGerald is Country Head for Brown Brothers Harriman in Ireland. Eoin has over 30 years of financial services experience having previously served as a Managing Director at Morgan Stanley and as a Director of AIB/BNY Fund Services (Ireland) Limited (now BNY Mellon Fund Services (Ireland) Limited). He is also a director of Brown Brothers Harriman Trustee Services (Ireland) Limited, Brown Brothers Harriman Trustee Services (Hong Kong) Limited and Brown Brothers Harriman Institutional Trust Company of New York, LLC.

Eoin is a member of the Council of Irish Funds and of the IFSC Funds group.  He is also a member of the “Ireland for Finance” Joint Committee established by the Department of Finance to provide the basis for public and private sector engagement in implementing the Irish Government’s “Ireland for Finance Strategy” to continue the growth of international financial services in Ireland.

Eoin is a former member of the Consultative Working Group at the Investment Management Steering Committee of the European Securities and Markets Authority (ESMA). He also serves on the board of the funds industry charity, Basis Point. He is a graduate of University College Dublin.
