In October 2022, the Central Bank of Ireland launched a comprehensive review of the Consumer Protection Code. The Code, which was introduced in 2012, has established a strong set of rules and expectations for how firms should treat their customers. Given the rapidly changing financial services landscape, the Central Bank is now reviewing the Code, and the aim of the review is to modernise the Code to ensure it is fit for purpose and continues to protect consumers of financial products today and in the future. The Central Bank recently launched its consultation on the Consumer Protection Code and will undertake stakeholder engagement during the 3-month consultation period.

We are joined at this event by speakers from the Central Bank who will provide us with a presentation on this review.

Anna Marie Finnegan

Head of Function in the Consumer Policy and Research Division of the Central Bank of Ireland

Anna Marie Finnegan is currently a Head of Function in the Consumer Policy and Research Division of the Central Bank of Ireland. Anna Marie has worked in the Central Bank since 2010 and prior to working in the Policy and Research Division she was Head of Policy in the Registry of Credit Unions. Before Joining the Central Bank, Anna Marie worked a number of roles in the investment industry with a focus on fixed income investments. She holds a MSc in Investment & Treasury from DCU and a BA in History and Economics from UCD.

Head of Function in the Consumer Policy and Research Division of the Central Bank of Ireland

Michael Hennigan is currently a Head of Function in the Consumer Policy and Research Division of the Central Bank of Ireland. Michael is a professional lawyer by training and practised at the Bar in Dublin before joining a leading Irish commercial law firm for whom he worked in financial services law and practice in both Dublin and London.

Michael has over 20 years’ experience in the Central Bank of Ireland in various positions, including in Legal, Enforcement, Markets Policy, and now Consumer Policy.

Fionnuala Carolan

Senior Manager on the Consumer Protection Code Review at the Central Bank of Ireland

Fionnuala Carolan is the Senior Manager on the Consumer Protection Code Review at the Central Bank of Ireland. Fionnuala has worked in the Central Bank since 2005 holding a  number of different roles in the Bank. Prior to joining the Code Review, Fionnuala was Senior Policy Manager for Banking Policy representing the Bank as part of its involvement in a number of legislative initiatives at the European Commission and European Banking Authority.

Fionnuala also previously worked for the National Consumer Agency and has a MSc in Competition Law and Regulatory Economics and a BA in Finance from NUI Maynooth.

Siobhán Conneely

Policy Specialist in the Consumer Policy and Research Division at the Central Bank of Ireland

Siobhán Conneely is a Policy Specialist in the Consumer Policy and Research Division at the Central Bank of Ireland. Siobhán holds a MA in Business Studies from LJMU and a BA in languages from NUIG. She has over 20 years’ experience in the Central Bank of Ireland in various positions, including in regulatory reporting, funds authorisation and consumer protection policy. Siobhán is currently working on the Review of the Consumer Protection Code.
