IOB is delighted to host an exclusive in-person networking event designed specifically for alumni of our Professional Certificate for Designated Persons in a Fund Management Company programme (DP’s) and Accredited Funds Professionals (AFPs).

This event will bring together key voices in the funds and asset management sector.

Cian Murphy

Head of International Finance Division, Central Bank of Ireland

Cian Murphy is the Head of the International Finance Division in the Central Bank. This division has responsibility for macro-prudential risk assessment and policy formulation in respect of the non-bank sector in Ireland, with a particular focus on asset management. Prior to that, Cian held several roles in the Markets Policy Division on the financial regulation side of the Central Bank. Cian has represented the Central Bank at committees in EU and international fora, including as chair of the policy task force of the European Systemic Risk Board’s Joint Expert Group on Non-Bank Financial Intermediation. Prior to the Central Bank, Cian worked at HM Treasury in the UK, where he worked on public expenditure and financial stability issues.


Antonia Mahony

Director and Chief Operating Officer of the Carne Global Fund Managers (Ireland) Limited

Ms. Mahony is a Director and Chief Operating Officer of the Carne Global Fund Managers (Ireland) Limited. She is an experienced professional with over 25 years’ in financial services.

Originally from Jersey in the Channel Islands, Ms. Mahony is a qualified certified accountant she moved to Ireland in 2004 and continued her career in a variety of roles. Ms. Mahony has specialist knowledge in Operational Risk Management, Outsourcing, Operational Resilience including DORA and Investment Compliance Monitoring within UCITS and AIF structures.

Prior to joining Carne in 2021, Ms. Mahony spent 13 years in State Street Custodial Services (Ireland) Limited, as a Vice President holding a lead role establishing the regional Trustee and Depositary oversight department. She was a member of the Executive Committee and contributed to many strategic projects during her time, specifically system and regulatory implementation.

Prior to arriving in Ireland Ms. Mahony also held senior roles in private wealth trust management, in Jersey where she also qualified as a Certified Accountant. She is currently studying for a Masters in Financial Services with the IOB in conjunction with UCD. Ms. Mahony was the Designated Person for Operational Risk for four years for Carne and has also held the role of Designated Person for Compliance. Ms Mahony is the current Chair of the Irish Funds’ Operational Risk Specialist Group for a second term and sits on the EFAMA sub-committee on resilience.


Richard Wane

Consultant

Over a 30 year career Richard held a variety of leadership roles across legal, compliance and business areas, principally at The Vanguard Group (2008-2021) and Fidelity International (1996-2008).

Richard qualified a Solicitor (England & Wales) in 1991 and has a BA (Jt Hons) in Law and Politics from Durham University.

Richard held several positions requiring regulatory approval in the UK, Hong Kong, Singapore and Ireland, most recently as Chief Executive Officer of Vanguard’s Dublin office. He has also served as a Director on a number of company boards.

Richard believes it is important that Ireland should have a professional educational qualification to reflect the significant responsibilities of the Designated Person/PCF roles.


Helen O’Beirne

Helen O’Beirne has over 30 years’ experience in the financial services industry, having previously worked in senior roles within the Asset Management, Investment Banking and Wealth Management sectors. Most recently she was a Director in Mercer's Investments business based in Ireland and is a non-executive director and committee member of Mercer's Irish fund management company and Irish domiciled Fund Companies. She has unique experience in the restructuring and organisation of asset management and fund management companies and has extensive experience of investment management, risk management, global fund distribution and corporate governance.

Prior to joining Mercer, Helen was a Director at BlackRock and advised BlackRock’s Irish and European domiciled fund management companies whilst leading BlackRock’s global distribution team for its EU domiciled funds. Helen held Designated Person roles within both Mercer and BlackRock. Prior to joining BlackRock, she held senior front-office roles with indigenous Irish asset management and wealth management firms including Bank of Ireland Asset Management. Following a competitive election in 2024, Helen currently serves on the Members Council of Irish Funds. Helen holds a B. Comm. and Masters in Business Studies (First Class) from University College Dublin. She is a member of the Institute of Directors in Ireland (IOD) and the Chartered Governance Institute (CGI).


Bobby Hoey

European Fund Reporting Head, Vanguard

Bobby Hoey is the European Fund Reporting lead of Vanguard. He is an experienced professional with over 20 years’ experience in investment funds specializing in financial reporting, regulation, operations, and governance. Prior to joining Vanguard, has held leadership roles across global fund administrators in Ireland and Canada, and audit and advisory within professional services firms.

He qualified as a Chartered Accountant in Ireland and is currently studying for his Diploma in Compliance with the IOB.

Bobby is the current Chair of the Irish Funds Reporting Specialist Group for a second term and has sat on EFAMA working groups also.
