This online event from IOB, the fourth in a series about DORA – the EU’s Digital Operational Resilience Act – looks at the current state of play around DORA implementation, DORA as a strategic enabler and some cross-sector challenges. We are joined by Dr Allan Kearns and Jorn Dobberstein from the Central Bank of Ireland who will provide a regulatory perspective and from an excellent panel of industry experts – Eoin Motherway (INED), Donald Tse (Stripe) and Moira Cronin (PWC), all ably led by Antonia Mahony from Carne Group.

Ms. Mahony is a Director and Chief Operating Officer of the Carne Global Fund Managers (Ireland) Limited. She is an experienced professional with over 25 years’ in financial services.
Originally from Jersey in the Channel Islands, Ms. Mahony is a qualified certified accountant she moved to Ireland in 2004 and continued her career in a variety of roles. Ms. Mahony has specialist knowledge in Operational Risk Management, Outsourcing, Operational Resilience including DORA and Investment Compliance Monitoring within UCITS and AIF structures.
Prior to joining Carne in 2021, Ms. Mahony spent 13 years in State Street Custodial Services (Ireland) Limited, as a Vice President holding a lead role establishing the regional Trustee and Depositary oversight department. She was a member of the Executive Committee and contributed to many strategic projects during her time, specifically system and regulatory implementation.
Prior to arriving in Ireland Ms. Mahony also held senior roles in private wealth trust management, in Jersey where she also qualified as a Certified Accountant. She is currently studying for a Masters in Financial Services with the IOB in conjunction with UCD. Ms. Mahony was the Designated Person for Operational Risk for four years for Carne and has also held the role of Designated Person for Compliance. Ms Mahony is the current Chair of the Irish Funds’ Operational Risk Specialist Group for a second term and sits on the EFAMA sub-committee on resilience.

Dr Allan Kearns is currently Head of Technology Risk & Operational Resilience Horizontal Supervision at the Central Bank of Ireland. Allan is currently a CBI representative on the Oversight Forum and the SSM IT Risk Network.
Allan has over 20 years’ experience in risk management, data analytics and transformation, including at non-executive level. Allan is currently Chair of the Irish Cancer Society.

Donald Tse, as the Global Head of Cyber and Resilience Risk at Stripe, is focused on embedding digital resilience into innovation. His work is dedicated to enhancing digital trust, which is crucial for the sustainable growth of the internet economy.
Prior to Stripe, Donald held leadership positions in security and tech risk at various international financial institutions. He also played a key role as a founding member of Mox Bank, a Standard Chartered venture, in the establishment of the first virtual bank.
