Jörn Dobberstein from the Central Bank of Ireland will be joining us to discuss the forthcoming Digital Operational Resilience Act – (EU Regulation 2022/2554) "DORA" and the significance of this Regulation for all regulated financial services providers.

Following the presentation Jörn will be joined by panel moderator Fiona McMahan and our panellists Eoin Motherway, Donald Tse and Matthew Field, who will discuss the impacts and challenges for different sectors in the implementation of DORA over the coming year.

Jörn Dobberstein, B.Sc., MA, MBS

Head of IT, Cyber and Operational Risk Policy team, Financial Risk and Governance Policy Division, Central Bank of Ireland

Jörn Dobberstein leads the IT, Cyber and Operational Risk Policy team within the Central Bank’s Financial Risk and Governance Policy Division. Prior to this role, he headed the Central Bank’s ICT inspection team, which conducts ICT on-site inspections across all regulated financial firms. Jörn has over 25 years of experience in ICT risk assessments and ICT management in the public and the private sector. He participates and collaborates in various ICT risk expert groups at the EBA, EIOPA, ESMA and the JC SC DOR.

Donald Tse

Head of Technology and Resilience Risk team at Stripe

As a chartered accountant and cyber professional, Donald works to ensure digital resilience is built into innovation. He is passionate about increasing digital trust to support the sustainable growth of the internet economy. Prior to Stripe, Donald held technology risk leadership roles at investment and retail banks. He was also one the founding members of Mox Bank, a venture by Standard Chartered, to build the first virtual bank.

Matthew Field

Head of Tech and Cyber Policy & Partnerships, EMEA

Matthew leads the EMEA efforts of JP Morgan Chase’s global technology and cybersecurity policy & partnerships team. Hi team’s objective is to identify regulatory, public policy, technology and national security issues facing the sector and to work with industry partners, associations, government and regulators to reduce risk to the firm and the global financial system. Prior to joining JP Morgan Chase, Matthew worked at another large financial institution and at an industry association. His background is in academia.

Fiona McMahon

UBIDAC Director of Risk

Fiona McMahon was appointed Director of Compliance of UBIDAC in April, 2018 and is currently the UBIDAC Director of Risk.  Prior to taking up the position in UBIDAC Fiona was appointed Head of Banking Supervision in the Central Bank in March 2017.  Having worked in the Central Bank for over 16 years Fiona held a number of positions where she led a variety of Supervisory teams across Life Assurance, International Banking, Consumer Protection and Inspections.  Fiona has regulatory and compliance knowledge and experience across the SSM framework and was the Central Bank Alternate Member of the SSM Supervisory Board in Frankfurt.  She was also a member of the EBA Standing Committee on Oversight and Practices.  Previously, Fiona qualified as a Chartered Accountant whilst at PwC.  Fiona was appointed as a NED on the Board of NatWest Bank Europe GmbH in 2020.  Her interests include travel, hiking and music.

Eoin Motherway

Post qualification as a chartered accountant with Deloitte, Eoin spent six years working for the main Broker/Dealer entity of Goldman Sachs in London, holding the positions of Senior Accounting Officer and European Funding Controller.

The second season of his career was twelve years running Investment Fund Valuations in Ireland, Luxembourg and the UK for State Street and BNY Mellon. This included Mutual Funds, Alternatives & ETFs. His more recent season, was to successfully co-found a digital platform called - The Asset Management Exchange (AMX). He led the Irish team building its products, Funds and Management Company to $60Bn in AUM, acting as its CEO and Executive Director.

In addition to being a Fellow of the Institute of Chartered Accountants, he holds certifications in FinTech and is a Certified Investment Funds Director. He was Chair of the Financial Services Forum, a Council Member of Irish Funds and continues to serve as a member of the Funds Advisory Board to the Institute of Bankers.

Today, he is an Independent Chair and INED to Funds, Management Companies, Fin/RegTechs, eMoney Institutions & Virtual Asset Service Providers. He is an ardent advocate for Industry Regionalisation and known champion for diversity, equity & inclusion, notably in neurodiversity and the field of autism.
