As IOB prepares for the launch of our new exciting programme - Professional Certificate for Designated Persons in a Fund Management Company, we are delighted to be joined by Derville Rowland, Director General Financial Conduct in the Central Bank of Ireland.

Pat Lardner, Chief Executive of Irish Funds will also provide us with his thoughts on this topic and the Programme Lead, Killian Buckley, will engage in conversation with Eve Finn, Managing Director, LGIM Ireland about the importance of robust governance within Irish Fund Management Companies from the perspective of fund promoters/asset managers.

Mary O'Dea

Chief Executive of IOB

Mary joined IOB in April 2018 from the Central Bank of Ireland where she was Director of Securities and Markets Supervision. She was previously Ireland's representative at the World Bank and prior to that held the role of Alternate Executive Director representing Ireland with the International Monetary Fund. Mary previously held several director roles with the Central Bank of Ireland, including Director of Financial Operations, Consumer Director and Acting Chief Executive of the Financial Regulator.

Derville Rowland

Director General Financial Conduct at Central Bank of Ireland and chair of ESMA’s Investment Management Standing Committee

Derville Rowland was appointed Director General, Financial Conduct in 2017. She is responsible for overseeing consumer protection, securities, markets supervision, and enforcement.

Prior to this appointment, Derville was Director of Enforcement, responsible for investigations and enforcement of issues across all regulated sectors.

She joined the Central Bank in 2004 to set up the Administrative Sanctions Procedure and was appointed Head of Enforcement in 2010. Prior to this, Derville worked for the Association of Chartered Certified Accountants as Regulatory Counsel, where she led Disciplinary and Admissions and Licensing cases, and gained extensive experience while practicing as a barrister in London and the South Eastern Circuit.Derville completed a Bachelor of Law Degree and barrister's training (Inns of Court School of Law) in London.

Subsequently she obtained a Barrister-at-Law degree from Kings Inns in Dublin and a Diploma in Applied Finance Law.Derville serves as a member of both the management board and the board of supervisors of the European Securities and Markets Authority (ESMA), and was recently appointed as the new chair of its Investment Management Standing Committee (IMSC).

Derville is also a board member of The International Organisation of Securities Commissions (IOSCO) and is vice-chair of IOSCO’s European Regional Committee.

Pat Lardner

Pat Lardner joined Irish Funds as Chief Executive in 2012. He has over25 years’ experience in the global asset management industry and has held executive/leadership positions in Ireland and overseas with firms managing a broad range of both traditional and alternative investment strategies.

Pat is an active participant on all significant Government sponsored groups relating to funds in Ireland, is a member of the Board of the European Fund and Asset Management Association and is an Advisor to the Asset Management Association of China’s International Partners Committee. He is a past Council Member of the Irish Association of Pension Funds and a former Director of both the Irish Association of Investment Managers and the International Investment Funds Association. 

He attained honours undergraduate and postgraduate degrees from University College Dublin.

Killian Buckley

Independent Director and Strategic Advisor, Martello Advisory

Module Coordinator and Programme Lead Killian Buckley is an investment management industry veteran with over 20 years of experience.

With an original background in corporate finance and transaction work, Killian joined the regulatory boutique start-up Kinetic Partners as an equity partner in 2005, establishing the Irish office that year.

Following the purchase of Kinetic by Duff & Phelps in 2015, Killian acted as a Managing Director in the Compliance and Regulatory Consulting unit, as well as Head of Management Company Solutions, responsible for the global ManCo services out of Ireland and Luxembourg.

Killian has been privileged to act as Director, Designated Person and MLRO for some of the top investment management firms globally.

Killian established Martello Advisory in 2019. Killian is a well known and frequent speaker at events and contributor to thought leadership in the industry.

He has sat on a number of industry stakeholder groups interacting with regulatory authorities and government agencies. He is also a previous Chair of the Irish Funds Marketing committee

Eve Finn

Managing Director, LGIM Ireland

Eve is the LGIM’s Managing Director in Ireland, appointed in October 2017 and is responsible for the overall leadership and management of LGIM’s Irish office and European entities based in Dublin. 

Eve was previously Head of Solutions based in London. In her Head of Solutions role, Eve has been responsible for the design and management of objective driven investment solutions which bring together the best of the LGIM Group’s investment capabilities to meet our clients’ needs.

Previously, Eve was Head of LDI Portfolio Construction and had overall responsibility for the structuring and portfolio management of the LGIM Group’s UK and European LDI portfolios.

Eve joined LGIM in 2009 and is a Trustee of both the Legal and General Group Pension Scheme and the Pension Fund. Prior to joining the LGIM Group, Eve worked in the Global Pensions Strategy Group at Deutsche Bank developing liability management solutions and multi-asset strategies for a variety of global pension schemes.

Eve began her career as an investment consultant at Watson Wyatt. Eve has a first class honours degree in financial and actuarial Mathematics from Dublin City University and is a fellow of the Institute of Actuaries.
