IOB is delighted to welcome the HSE, for an informative online session exploring Ireland’s Nursing Homes Support Scheme -commonly known as the Fair Deal Scheme- and its relevance for financial services professionals advising clients. This session will provide a clear, practical overview of:

- How the Fair Deal Scheme works in practice

- The care needs and financial assessment process

- Key considerations for client advice, including the treatment of the family home and assets

- Understanding the challenges facing families during this time

- Safeguarding adults at risk during this process

- Common questions and misconceptions around eligibility, costs, and the optional nursing home loan

Amanda Casey

Chief Social Worker, HSE

Amanda was appointed as the first Chief Social Worker for the HSE in August 2024. She qualified as a Social Worker in Trinity College Dublin in 1996 and has worked in a variety of settings since that time, including Adoption and Fostering and Medical Social Work. She has also held a hospital group role as Implementation Lead for the Assisted Decision Making (Capacity) Act and Adult Safeguarding.

She is Adjunct Assistant Professor of Social Work in the School of Social Work, Social Justice and Social Policy, University College Dublin. Amanda has post graduate qualifications in Leadership, Quality Improvement and Lean Six Sigma for Healthcare. Amanda’s role is to lead on the HSE reform programme for adult safeguarding in Ireland and the implementation of the National Adult Safeguarding Policy Framework.


Ultan Hynes

Head of Service of the HSE Nursing Homes Support Scheme

Ultan Hynes is Head of Service of the HSE Nursing Homes Support Scheme. The Scheme supports 24,000 people each month and has an annual budget of €1.35bn. NHSS processes in excess of 10,000 applications each year.

Ultan has 30 years’ public service experience, the majority of which is within the Health Service. He started his career working in front-line disability services with the Western Health Board. He later moved to a range of finance and audit functions within the Western and Midland Health Boards and then the HSE. He has gained extensive experience in the areas of governance and regulation within the HSE. Ultan established the HSE Patients’ Private Property National Unit in 2006. He later held responsibility for the HSE National Financial Regulations as well as other national governance and assurance processes.

His current role includes the management of legislative changes to the NHSS Act 2009 as well as budgetary control
